mm/shmem_luo: Allow preserving tmpfs files that are still linked

允许保留仍链接的 tmpfs 文件，要求可写权限且以只读打开、拒绝 append-only；大小冻结后截断/fallocate/越界写返回 -EPERM，防止只读者破坏属主文件。
