crash_core: fold duplicated memblock arch hooks into the weak default

将 arm64、LoongArch、RISC-V 重复的 arch_get_system_nr_ranges/arch_crash_populate_cmem memblock 遍历并入 crash_core.c 的 __weak 默认实现，删除架构副本。
