修复 shmem 可折叠顺序判断时机 · v1

shmem_allowable_huge_orders() 读取 VMA 的 vm_flags 过早，导致 MADV_HUGEPAGE 的 tmpfs 文件不被 khugepaged 扫描，修复检查时机。
