mm/damon/core: preserve the caller's quota in damon_new_scheme()

damon_new_scheme() 不再对调用者 quota 调 damos_quota_init()，而是初始化新 scheme 的 quota，防止 damon_commit_ctx() 验证时清空运行 scheme 的 quota 状态。
