mm/damon/core: prevent size quota overflow in the temporal goal tuner
damos_goal_tune_esz_bp_temporal() 用 sz*10000 编码 basis point，32 位下 size quota 超过 429496 即回绕，回除 10000 可能得 0，让 damos_quota_is_full() 立即为真而 scheme 停滞；修复该溢出换算。

新增 kunit 测试固定 ULONG_MAX/10000 边界附近的三个 size quota——最大可精确编码值、首个溢出值与 ULONG_MAX，验证时序 goal tuner 的 basis point 换算。
